Please remember that last year, the FAHSA Board of Trustees made the decision that your membership dues will entitle you to access only those Web pages that relate to the membership type your dues cover. That is, if you pay dues for nursing home beds only then will you be able to access all general membership and nursing home-related Web pages, but you will be unable to access housing, ALF or CCRC topics.

Medicaid Budget Cuts - Update -- As most of you know by now, the Agency for Health Care Administration (AHCA) has submitted its recommendation for the 10% budget cut as directed by Governor Crist. The AHCA proposal would cut nursing home rates approximately $14 per resident per day on the average.

Based on a conference call held with members of the Nursing Home Public Policy Committee, FAHSA developed an issue paper, which will be posted to the FAHSA Members Only page by Friday, August 16, 2007. Additionally, we have compiled relevant budget and rate statistics and incorporated these facts into a PowerPoint presentation, which will also be available on the FAHSA Members Only page by Friday, August 16, 2007.

On Tuesday, August 21, 2007 we will have an open forum via teleconference at 10:00 a.m. Topics discussed will include FAHSA grassroots action to avert or diminish the impact of the cuts and to answer your questions about the budget cuts.

Each facility administrator will be E-mailed the call information by this Friday. The number of lines available for the call is limited to 70, so please call in early to ensure that you will be able to participate. Focus on Fee-for-Service Retirement Communities -- In the July 29 issue of the LINK, we talked about continuing care retirement communities. This week, the focus is on fee-for- service retirement communities.

Like CCRCs, fee-for-service retirement communities offer a continuum of care, which includes independent living and nursing home or assisted living care, usually in the same location. The difference is no up- front fee is charged and there is no guarantee of nursing home or ALF care. Obviously, even without the guarantee, residents have the comfort of knowing that a bed in the nursing home or ALF will most likely be open to them if and when their health declines.

Because fee-for-service retirement communities are not regulated as an entity, no one can say with certainty how many there are. Approximately 10 FAHSA members fall into this category.

The nursing home and ALF that are part of the community are regulated by the Agency for Health Care Administration. The independent living units are regulated by the Department of Business Regulation, Division of Hotels and Restaurants.

FAHSA has led the charge to make many changes to state law for retirement communities that offer multiple levels of care. Our main goal has been to promote public policy that does not impede flexibility or efficiency. FAHSA took the lead in pursuing changes to Florida Statutes to allow for: shared use of nursing home staff when minimum staffing requirements are exceeded; the creation of out-patient clinics to serve independent residents; tax-free meals for residents; the provision of services in independent living by a home health agency without requiring an ALF license; the rightof residents who are HMO subscribers to return to the nursing home that is part of their home after hospitalization if the community is agreeable; tax relief if the community qualifies as a nonprofit home for the aged; and much more.

Because of FAHSA, legislators are more aware than they would otherwise be of the benefits of a full service retirement community. For this reason, we have been very successful in advocating for policy changes that support the development of a continuum of care.

"Fun in the Sun" at the FAHSA's 18th Annual Golf Tournament - It was another "fun in the sun" type of day with the FAHSA golfers on Monday, July 30th at the 18th Annual Golf Tournament. This year the tournament was held at the impressive Shingle Golf Club on the Rosen Shingle Creek property. The Shingle Creek course was named one of this year's top 40 best courses in 2005 by Golfweek magazine and one of the "top 10 toughest Courses" by Orlando Business Journal. The course also received the prestigious "Greens of Destination" designation from Corporate and Incentive Travel magazine.

More than 82 players gathered at the Shingle Creek clubhouse for the shot-gun start. FAHSA could not have provided the fun and camaraderie between colleagues without the help and the organizational skills of Tm Gregson and Ron Peabody of FMS Purchasing and Services.

Masters Level Marketing (CLAS/CASP) Class Being Offered - During AAHSA's Annual Meeting, "Masters-Level Marketing for CCRCs" will be presented on Sunday, October 21, 2007 from 8:00 a.m. - 12:00 p.m. in Orlando, Florida. In order to include content in the presentation that is most beneficial to the attendees, a pre-session survey is being conducted to collect information regarding the marketing of CCRCs around the country as well as the challenges CCRCs face. This information will be used to "customize" the content presented during the session and assist in developing scenarios to be discussed during the round tables.

We would be honored if you or someone from your organization would be willing to participate in the survey. The survey can be found by CLICKING HERE. Attendance during the AAHSA convention is not required to participate. Anyone filling out the survey will receive the survey results by e-mail after the conclusion of the AAHSA Conference. All information will be used with anonymity.

Hurricane Dean Expected to Intensify Over the Weekend - The current forecast from the National Hurricane Center calls for Dean to intensify reaching Category 2 strength before affecting the Lesser Antilles early Friday. It is possible that Dean could become a major (Category 3 or stronger) hurricane by Saturday as it moves across the Caribbean Sea during the weekend.

Please note that there are significant uncertainties regarding long-range track and intensity forecasts for tropical cyclones. At the moment, this storm poses no threat to Florida, but residents and visitors to the state should closely monitor future forecasts as the weekend nears. Diocese Breaks Ground on New Senior Housing Complex - On Tuesday, Catholic Charities Diocese of Palm Beach, broke ground on Villa Regina, a new, a supportive low-income senior housing complex of 106 one-bedroom apartments. We would like to congratulate the Office of Housing Development and Management, a FAHSA member, who manages this facility and four others for low- income seniors in the Palm Beach area.

State Representative Hugh Gibson Named Legislator of the Year - On July 29, the Florida Association of Homes and Services for the Aging presented its Legislator of the Year Award to State Representative Hugh Gibson (R-The Villages) for his legislative work to improve services and care to elder Floridians. The Association, composed mainly of nonprofit and faith-based organizations, praised Gibson for his commitment to ensure that seniors who outlive their money have access to and choice when they need nursing home, assisted living or other types of intensive care. The award was presented at the Rosen Shingle Creek Hotel in Orlando, where 400 providers from around the state gathered to pay tribute to people like Gibson who have made extraordinary contributions either directly or through public policy to the quality of care or life for the very old.

Nursing Homes: Advanced Issuance of New Tag F373 (Paid Feeding Assistants) as Part of Appendix PP, State Operations Manual, Including Training Materials -- FAHSA has been provided with an advance copy of the new Paid Feeding Assistant Guidance containing the interpretive guidelines, investigative protocol, and deficiency categorization. The interpretive guidelines provide terminology and information regarding the use of paid feeding assistants that surveyors will apply to the regulation. This new guidance for surveying long-term care facilities will become effective on September 28, 2007.
