Welcome to this week's edition of the FAHSA Link.

 

Week Five Marks Midpoint of 2008 Legislative Session -- This week marks the midpoint of the 2008 Legislative Session.  As the week draws to a close, budget committees are finalizing their recommendations and preparing for a floor vote next week. The big news is the House has acquiesced to the Governor's suggestion to use some trust funds and reserves to blunt the affects of proposed reductions in spending, particularly in health and human services. We expect floor debate to be along partisan lines, with Democrats speaking against many of the proposed budget cuts.

 

Several bills of interest to FAHSA members were heard in committee or by the full Senate this week.  Most notably, CS/CS/CS SB 2216 by Senator Ronda Storms was heard in the Senate yesterday. A vote was delayed until today because of debate about criminal background checks and the cost and complexity of the process that a convicted felon must use to obtain a clearance to work in a long-term care facility. Legislators were especially concerned about one-time offenders who paid their dues to society and who are currently employed by a nursing home or ALF and were grandfathered when background screening first took affect.  Senator Storms agreed to work on a couple of amendments to address the issue. The amendments were offered this afternoon. The bill, which passed the Senate today, contains favorable changes made for FAHSA and others.  Many of our proposed amendments are now part of the bill, but we still have a few concerns.

 

Another controversial bill, SB 1668 by Senator Dennis Jones, was scheduled for its first committee meeting this week.  The definitions in this bill could increase the legal exposure of individuals and entities that are affiliated with a nursing home or ALF.  Because of lengthy debate and a long list of opponents and proponents who wanted to testify, the committee ran out of time, postponing action on the bill until next week. 

 

The next couple of weeks will be fast paced as legislators scramble to get bills through remaining committees of reference so they are positioned for a floor vote.

FAHSA's Innovation Exchange Corner Features "Celebrating Diversity" -- FAHSA's Innovation Exchange Program provides members with an opportunity to share ideas and best practices with others and to recognize their staff for extraordinary performance. Through the LINK, we hope to encourage more members to share what they do best and to increase awareness about the Innovation Exchange Web site, an important but little known resource. This month, we are showcasing "Celebrating Diversity", a monthly program developed by Sunnyside Nursing Home to provide residents with cultural information about foreign staff.  One of the programs featured staff from Bosnia who brought in family pictures, books and traditional clothing.  They prepared ethnic snacks for the residents to taste, discussed holiday events and customs and played Bosnian music.  Since this program began, the residents have changed their opinions of foreign staff and have celebrated several countries including Mexico and the Bahamas.   To read more about the "Celebrating Diversity" program, please visit the FAHSA Innovation Exchange Web site online.

Celebrate AAHSA's Homecoming Week
-- From May 26-30, join thousands of your peers by opening your doors and inviting your neighbors and elected officials to learn about your work and to meet your community's treasures: the people you serve. Host an open house, introduce them to your residents or coordinate a staff community service project. Whatever you do, this is your chance to showcase how you make your community a better place to live.  A Homecoming tool kit has been created on the AAHSA Web site for program ideas, media tips and sample materials. Please send us photos and a brief summary of any event that is sponsored in conjunction with this event.

Early Bird Deadline Extended for FAHSA's Legislative Workshop on April 15-16 - Your Voice is Needed to Oppose Budget Cuts -- You represent a powerful voice in your community. Legislators will listen when you speak.  We realize that budgets are tight, but this is not the time to stay home. The workshop is perfectly timed for you to remind legislators that they should not forget the elderly.  If you or your residents depend on programs that are funded with state monies, it is critical that you attend the workshop and participate in meetings with lawmakers.

Stetson College of Law Invites Local Seniors to Learn More About End of Life Issues on April 16 -- As part of the American Bar Association and AARP's "National Healthcare Decisions Day," Stetson University College of Law invites local seniors to attend a free seminar about preparing to face end of life issues on April 16 from 1 p.m. - 4 p.m. in the Sebring Courtroom on the Gulfport Campus at 1401 61st St., South, St. Petersburg.  Stetson law students, under the supervision of a local elder law attorney Lee Carr, will be assisting in the drafting of Florida Bar approved living wills and designation of health care surrogate documents free-of-charge for all attendees. Light refreshments will be served. HUD Secretary Alphonso Jackson Resigns -- HUD Secretary Alphonso Jackson

resigned on Monday amidst ethical allegations that he favored contracts received from Republican contractors and cronies.  His resignation comes at a bad time for the department, with soaring mortgage foreclosures and looming budget problems.

 

This week, during AAHSA's Spring Future of Aging Conference in Washington, John Garvin, Assistant Multifamily HUD Secretary, was scheduled to speak to the group, but at the last minute, was called to the White House for an important meeting.  He was also scheduled to meet with a delegation of FAHSA members and staff about preservation and operational issues, but had to cancel this meeting.  

 

According to the Washington Post, Representative Barney Frank, Chair, House Committee on Financial Services, released the following statement regarding HUD Secretary Alphonso Jackson's resignation, "It is essential the President immediately name an acting secretary who will have the full authority to work with us in making the decisions we need to deal with the housing finance crisis.  During the Bush Administration, and particularly the last year, HUD has fallen far short of playing the constructive role that is required.  Financial Services Housing Subcommittee Chair Maxine Waters and I along with other members of the committee hope we will be able to get to work immediately with a new leader of HUD who is prepared to perform the role the department should play."
